การจัดการของเสียโรงงานตามกฎหมาย

สวัสดีครับ โรงงานอุตสาหกรรมที่มีวัสดุที่ไม่ใช้แล้วหรือสิ่งปฏิกูล มีความจำเป็นต้องบำบัด กำจัด และจัดการอย่างถูกต้องตามหลักการการบำบัดของเสียอย่างถูกต้องและปลอดภัย และเป็นไปตามข้อกำหนดของกฎหมายการจัดการของเสียและสิ่งแวดล้อมในโรงงาน อย่างไรก็ตาม บทความนี้จะเน้นการการจัดการของเสียประเภทสารทำละลายใช้แล้ว กรณีที่ทางโรงงานมีความประสงค์จะจัดการเองโดยการติดตั้งเครื่องรีไซเคิลสารทำละลาย   ก่อนอื่นมีกฎหมายที่เกี่ยวข้อง และประกาศกระทรวงอุตสาหกรรม ดังนี้ พ.ร.บ. โรงงาน พ.ศ. 2535 กฎกระทรวงฉบับที่ 2 (พ.ศ. 2535) กฎกระทรวงฉบับที่ 22 (พ.ศ. 2556) พ.ร.บ. วัตถุอันตราย พ.ศ. 2535 ประกาศกระทรวงอุตสาหกรรม เรื่องการกำจัดสิ่งปฏิกูลหรือวัสดุที่ไม่ใช้แล้ว พ.ศ. 2548 การจัดการของเสียเองภายในโรงงานตามกฎหมายไทยบ้านเรา ซึ่งมี 3 ประเภทดังนี้ การฝังกลบ การเผา การจัดการโดยวิธีอื่นๆ เช่น การทำปุ๋ย การถมที่ การนำกลับมาใช้ประโยชน์อีก การติดตั้งเครื่องรีไซเคิลสารทำละลายใช้แล้วภายในโรงงานจึงเข้าข่ายประเภทที่สาม การจัดการโดยการนำกลับมาใช้ประโยชน์อีก ซึ่งทางโรงงานจำเป็นต้องขอความเห็นชอบจากกรอ. (กรมโรงงานอุตสาหกรรม) กรณีใช้เองภายในโรงงาน  แต่ถ้าไม่ได้ใช้เองภายในโรงงานจะถือว่าเป็นผลิตภัณฑ์ กรณีนี้ทางโรงงานต้องขอเพิ่มประเภทโรงงาน 106 การขอความเห็นชอบ ยื่นหนังสือขอความเห็นชอบที่กรมโรงงานอุตสาหกรรม (ไม่มีแบบฟอร์มตามกฎหมาย) แล้วระบุรายละเอียดดังนี้ โรงงานประกอบกิจการ ทะเบียนโรงงาน ต้องการทำวัสดุที่ไม่ใช้แล้วอะไร (สารทำละลายใช้แล้วตัวไหน) ปริมาณเท่าไหร่ วิธีการนำไปใช้ประโยชน์ อัตราส่วนของผสม หนังสือรับรองผลวิเคราะห์ (กรณีทำปุ๋ย) แล้วพบกันใหม่ครับ ขอขอบคุณข้อมูลจากกรมโรงงานอุตสาหกรรม (www.diw.go.th)

Adhesion Testing by CAT Technology

(CAT stands for Centrifugal Adhesion Testing) In many areas of application e.g. adhesive bonding and coatings in automotive, electronics, optics, composite materials (bonding, layering, and coatings), it is essential for analyzing bonding strength for people like design engineers, R&D, and quality control. The bonding strength is commonly tested by tensile strength. A traditional instrument can handle only one sample. To achieve reproducibility, the instrument requires lots of work such as clamping aids, alignment construction. Moreover, if wanted to perform a series of experiments, it is super time-consuming! The new standard of adhesion testing applies CAT technology by LUM GmbH from Berlin, Germany. The instrument, named LUMiFrac accomplishes the CAT technology by directly applying an incremental increasing redial centrifugal force to the specimen being tested. Soybean Paints A Future Coating Comes

The topic may not be a latest one for people who really are  in the paint and coating industry. We have been familiar with water-based paints which are more frequent used nowadays because its dominant environmental friendly benefit. Nevertheless, the bio-based coatings have been commercially presence in the market for a couple of years, already. Interestingly, the bio-based coatings are much more benefits. For example, increased water and chemical resistance, durable film hardness and impact resistance, reducing amounts of volatile organic compound (VOCs). Furthermore, soybean oil is under evaluation of a reactive diluent application. An example use is the replacement of paraffin wax in coating fruit and vegetable packaging boxes in food industries.
